Service (1823-99), who emigrated from Scotland in 1853, founded an import and wholesale business in 1855, and was elected to the Victorian legislative assembly in 1857.

He was Victorian premier from 1880 until 1886, when he resigned due to ill-health, and was succeeded by Duncan Gillies: see Cole (T.) Duncan Gillies 1891 {1891} SLV [PA]. Service was a strong advocate for Federation during the 1880s and 90s.
