McCulloch (1819-93) emigrated to Victoria from Scotland in 1852. A businessman and parliamentarian, he was Premier of Victoria at various times between 1863 and 1877. From 1870 to 1886, he was also a Trustee of the Melbourne Public Library and the National Gallery of Victoria. He returned to England in 1886.
